Just download Windows 7 beta and call it a day. Even the beta is better than Vista.

The CD itself is not what you are paying for, you are paying for that 25 alpha-numeric key.

file a dispute, but chances are your F'd as he can prove he shipped you the item and thats all that paypal/ebay cares about.

Or just go through the process with microsoft of getting a new key, if it's a valid key. If they can prove that it's an invalid key, then you might be able to get something out of ebay.
