Alright here's the deal... It's been too cold to check anything out myself, so if anyone knows what it is that'd help. His car does the super-fast blinker when he signals left but not when he signals right, and that's from his front left light on his fender (I'm pretty sure), but the problem is after he turns the blinker off. Whatever makes the clinking noise when the lights turn on and off keeps on making the noise the entire time the car is on. It's not steady and it does it on and off throughout the day... Any ideas? I hate electrical gremlins, so hopefully someone here has already had this problem.

Started once it got cold out? That's a relay issue. The relay will have to be replaced. They aren't TOO expensive. It will be under the steering wheel by your knees. A few bolts and a clip or two will remove that plastic moulding that covers it all up.
I would check a VW forum for specifics on which relay to replace. If it's loud enough you may be able to hear which one it is.
Once you pinpoint it, you can get the part number off it and order a new one. Or you could just call Wausau Imports or someone and have them find the part number, order it, and then use the new one to identify the old one in there... Just thought of that. :P

Alright good deal... Thanks!
Edit:
Turns out that this is VERY VERY common and is referred to as the phantom click. People swear to anything and everything that Armor All on your dash will cause it because it gunks up the contacts on the 'signal stalk' as they call it. Some people have luck with the relay, others don't. Some have luck with just contact cleaner, others don't. I guess I'll just start at the cheap end and work my way to the expensive stuff until it gets fixed.
